The Application of
Victim-Friendly Measures Facilitating Rehabilitation and Reintegration
A Series of National Consultations in the Region
The Nepali Members of the SARI/Equity supported Regional Action Forums (RAFs) on
the Care of Survivors/Victims and the Implementation of Laws organized a
National Consultation on 9 March 2006 in Kathmandu to discuss ways and means of
making the provisions of the “Regional Victim Witness Protection Protocol”;
“Minimum Standards of Care and Support for the Victims of Trafficking and
Other Forms of Violence ”; and the “South
Asian Resource Book on Livelihood Options” a reality on the
ground. More than fifty Non-Governmental Organisations (NGOs) - from Kathmandu
and other districts of Nepal - working for the care and protection of
survivors/victims of trafficking and other forms of violence participated.
They strongly recommended that the government adopt the two Regional Protocols
to ensure widest possible application. They also emphasized that the Regional
Protocols were “inter-related” and needed to be applied simultaneously for the
maximum benefit to survivors/victims of trafficking and other forms of
violence. The group felt that the Resource Book on Livelihood Options was an
“effective guide” for organisations working towards the economic rehabilitation
of survivors/victims within the larger context of their reintegration and
rehabilitation within society.
The National Consultation convened on 9 March 2006 was part of a series of
consultations organized by the Nepali Members of the RAFs with
multi-stakeholders including parliamentarians; law enforcement agencies; the
judiciary; and the media.
