Andhra Pradesh and Gujarat Consultations
on the Regional Victim/Witness Protection Protocol and the Minimum Standards of
Care and Support for Victims of Trafficking

Prerana’s Anti Trafficking Centre, on behalf of SARI/Equity, carried out the two consultations as part of a number of National Consultations covering 19 Indian States. The Workshop in Hyderabad was held on 17 and 18 April at ASRC, Osmania University, Hyderabad. ATC Prerana collaborated in the organization of the workshop with NATSA, the anti trafficking network of Andhra Pradesh.

A situation analysis on existing standards of care and support as well as victim witness protection arrangements in the State was followed by the presentations of the substantial aspects of the two regional protocols. There was consensus among the participants that the content of the two protocols was timely and valid in the circumstances. Their Telugu translation prepared by HELP – a SARI/Equity grantee and local partner of Prerana – was available to ensure widest possible dissemination and application of the protocols in Andhra Pradesh.

The Chairperson of the State Commission for Women and former MLA of Hyderabad, Mrs. Mary Ravindranath, inaugurated the Workshop. In addition to local NGOs, Government representatives and seven INGOs, two TV channels and seven newspapers covered the event. Representatives of funding organizations such as Catholic Relief Services, IOM, Save the Children - UK, Christian Children Fund were also present.

The Gujarat Consultation was held on 29 and 30 April at Ahmedabad Management Association, Ahmedabad, in collaboration with Snehprayas Gujarat.
Participants included representatives of the state administration, INGOs, civil society organizations, funding organizations and media. Eight probationer Dy Supdts.of Police were among the participants. Mr. Keshav Kumar DIG CID Crime was also present at the inaugural.

Mr. G. C. Raighar, IPS Director General Police, CID Crime & Railways, inaugurated the workshop. He said that the existence of problems in the two areas of the protocols had to be acknowledged and efforts intensified to tackle the same. Mrs. Divya Marwari, ex Director Social Defence, spoke on the situation of standards of institutional facilities in Gujarat. Senior advocate, Ahmedabad High Court, Mr. Nigam Shukla presented the situation with regard to Victim Witness Protection and Mr. Pravin Patkar introduced a case study on the improvement of standards of care and support at the Mumbai Special (government) Home.

A highlight of the consultation was the assurance by the Dy. Commissioner, Women & Child Development Gujarat, that the state would establish Guidance & Monitoring Committees in Gujarat to supervise the standard of care and support services in state run Homes.
